Sounds like he has been chewing on his legs and paws.. Probably an allergy, take him to the vet..

if it was a rask why would he have red hair, surely it would just be the skin. he could have ran through something that dyed his hair. if its really the skin it could be a contact allergy or mites orallergy to food. if your dog isnt biting at his legs of paws then nothing to worry about try bathing in warm water see if dye comes off
